AI Chatbots Deliver ‘Misleading and Partial’ Election Guidance, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Netherlands’ data watchdog has reported, raising alarms about a possible risk to democracy just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a analysis released ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the positions of these parties, the study pointed out.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Party Dynamics

The Dutch head to the polls on 29 October in an electoral contest that will be closely watched around Europe for the performance of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
